Races:

Androids: The androids are a great race for a resourceful fighter. They are great with power and ki as well. Not to mention they have a computer's brains, and since they aren't not human, they're endurance is unmatched.

Bio Android: The bio androids are the perfect race. they are good with all thing, and have very little, to no, disadvantages. They take the best of all races an put it into one.
Planet: Earth

Changeling: changelings are an incredibly strong race, they are smart and extremely resourceful. they are born with a high power level and high expectations. These are seldom picked, and are a great race.

Hemadean: The hemadean's aren't good with ki, they are rather weak at it actually. they strive with power and endurance, much like the sayjian. Though they don't equal them in power. they are good to have around as an underling or chronie if your planning a takeover or war. its a good race. and better then most.

Humans: The human's are a pretty average race, they aren't the strongest, but they're not the weakest. They have great ki, and great intelligence though. making them one of the top races to be. 
Planet: Earth

Hybrid: Probably the best overall race period. they have the Saiyans strength, human's ki, Sayjians endurance, and the humans intelligence. not to mention they hold a huge hidden power that can be tapped when extremely angry.

Kanassa jin: Not much is known about this race, they aren't strong, and they're ki isn't that great. But they are very intelligent, and have great endurance. which will help the succeed in this life.

Majin: The strongest race period. this race will take the form of buu, the odds of getting this as your race are 1%. they are great with power and ki. as well as fighting and endurance, some are smarter then others. 
Planet: Any

Namek: The most resourceful race in the universe. the namek's have a variety of special techniques, no one else can use. They are smart and have reasonably high ki. Though they aren't that strong, on average.

Sayjian: The 3rd strongest race in the rpg. They are extremely powerful and gifted with fighting ability. Though they lack smarts, and ki. They are great with endurance and strive to be the best.
Planet: Vegeta-sai

Tsufurujin: The original dominant race on planet plant. Known as vegeta-sai in this rpg. This race is extremely intelligent, and very resourceful. They are good at planning out attacks, and developing techniques. Though they are not as strong as the sayjian, they are medium power level.
